NAIOP SoCal engages in advocacy for the commercial real estate industry through essential lobbying trips to both Sacramento and Washington, D.C. These trips serve to highlight important bills proposed by Assembly members that significantly affect the real estate community.
By fostering direct connections between real estate professionals and legislators, we can provide critical insights into the industry's challenges and opportunities. Our primary aim during these trips, and throughout the year with local legislators, is to inform and educate them on our positions on significant bills, ensuring they understand the implications of upcoming legislative decisions.
In April 2026, our members traveled to Sacramento to lobby on two important issues: AB 2418 and AB 1777. The focus of our advocacy was on these key bills:
AB 2418 (Asm. Mark Gonzalez), co-sponsored by NAIOP SoCal:
- Establishes clear timelines and accountability for local reviews of nonresidential construction permits
- Aims to create a more predictable and efficient development process
- Gained support from multiple Assembly members who agreed to co-author the bill
- Passed unanimously (10–0) by the Assembly Local Government Committee on April 15th, 2026
AB 1777 (Asm. Robert Garcia):
- Opposed by NAIOP SoCal due to concerns over expanded regulatory authority for the California Air Resources Board (CARB) and the potential increase in costs
- This bill would impose additional expenses on commercial real estate, logistics, and goods movement, offering limited environmental benefits
- Currently, the bill has been placed on the Assembly Appropriations Committee’s suspense file, indicating that while it is not moving forward, it may still be considered in the future
